The most amazing thing is the little girl gave birth in April.

Just rape? She was a 9 yo CHILD. I hope the prosecutor went further than just letting this guy plead guilty to rape.

I once overheard (not eavesdropping, just happened to be standing right there) a PE teacher discussing this issue with another mother and she told her that it’s been her experience that once a girl hits 100lbs, it can start any time. That would explain why bulimics/anorexics stop menstruating.
A woman stops menstruating if her body fat percentage drops sufficiently. The precise weight depends on her height (of course) and muscular development. Women athletes may not menstruate even if they are technically a healthy weight for their height.

The world record for the youngest mother belongs to a 5-year-old who had been abused by her family members all her life.
It was theorized by doctors that sexual abuse will stimulate the body to go into puberty. This may be the case here also.

Maybe multiple convictions that total about 1000 years so that when the parole equations are applied, this guy could never get out. Otherwise, execute him.

It would seem that your beef is with the Idaho state legislature, not the prosecutor. The prosecutor appears to have thrown the book at the perp.
Maybe you want prosecutors pressing charges that are found nowhere in the lawbooks ... or judges imposing sentences in excess of what the law provides. I don't. Quite the contrary.
I have heard that before, but have not seen numerous examples. I hope it's just another "known fact" like "blacks are lazy, Irish are drunks, Jews are greedy, Scots are cheap, whites are racist..."

I think Mexican’s have the idea of 15 as being the age of majority for girls. The quinceañera is their ceremony for this.
However, I am telling you that someone who has actually worked in the hills of Guatemala for many years has seen this kind of behavior. And please notice that I specifically did not say "all" but said "lower-class Hispanics", that is, I did not make a blanket statement.
