Since the 49th is on permanent active duty, its commander in chief is the POTUS, not the governor. That said, the 49th is a part of the Alaska National Guard, the majority of which is in state controlled status.

In addition, the U.S. staff of the U.S./Canadian NORAD Alaska Region Air Operations Center is supplied by the Alaska Air National Guard. This is the organization which watches the skies for Soviet Russian bombers, and orders the active duty fighters to intercept them if they come to close.

Basically, no single state has a longer maritime border, no state is closer to Russian, Chinese, and North Korean missiles, and the Alaska National Guard plays significant role in the defense of the state and the defense of the entire U.S. against ballistic missiles.
