Not to get too conspiratorial, but I’ve *always* thought the guy’s legislative voting record showed him to be a “go along to get along” politician. There’s just nothing there to indicate an inspired agenda.

On the contrary——”go along to get along” can be applied to lots of different political types, for lots of different reasons-—in Obama’s case, his voting record
is an afterthought, a necessary irritant to his real goal, which is a straight upward climb into the Presidency, which, of course, he’s been convinced he’s ready for.
He started out with an “inspired agenda”, and that’s to do whatever it takes, with as many loopholes and areas of plausible deniability in his associations and alliances, and as much stonewalling and running out the clock, as necessary so as not to stop his ascent outright. So far it’s working.
