A child born to a mother who is a U.S. citizen is considered a natural born citizen, whether the child was born within the U.S. borders or not. That is the law now AFAIK. The question is the law in 1961 when Obama was born, and it wasn't so definitive, as it had certain eligibility requirements such as period of residence within the US that the mother would not have met.
