The cop was off-duty, on non official business looking to ask for directions. Dog runs up (as most rural dogs tend to do) to see who is there. Off Duty cop shoots dog instead of getting in car as most normal people would do.
What would happen if you stopped at a cop's house to ask for directions and shoot his dog instead?
