WHY CREATE SOMETHING NEW WHEN SOMETHING EXISTS THAT ALREADY WORKS??

AmerThink says it is about a new charity organization like the Peace Corps and such, well, WHY??

WHY create a NEW government organization to oversee community oprganization?
