It’s from “Young Frankenstein” (”That’s Frankenstein”.)

Every time the name of the Cloris Leachman character, Frau Blücher, is spoken, you hear the sound of horses whinnying off camera.

Some have said that blücher means glue in German, and that the horses were whinnying in fear when they heard blücher, glue, spoken. That’s not true, but some still think it is.
