No, it says that they certify he was "duly nominated." That means the DNC owns the responsibility for having checked his qualifications.

It would appear that the certification document provided perhaps sidestepped request. The document provided indicates that the DNC did certify its nominees but says absolutely nothing about eligibility in accordance with the constitution. It would appear that in Tennessee, party nomination and certification are all that is required for placement on the ballot. There seems to be no effort to ascertain that the candidate meets the constitutional requirement for eligibility.
