I’m saying only local school boards should make such decisions - not the feds. Some have requirements today for community service in their senior year, but not too many hours are involved. I’ve seen the kids helping at the animal shelter, food bank, church outreach programs, etc. It’s no big deal for them for it may be only 30 or so hours and they seem to really enjoy what they are doing.
