31 - Maryland already has this in place. I believe alot of other states do as well.

This mandatory service issue was an old Kennedy policy that they attempted to make into state law in Maryland in 1992.

All it takes is for one suburban kid to get knifed while doing mandatory community service work in the “hood” and the political firestorm and lawsuits will end any such a program immediately.
