In a practical sense, dont expect you or your kid to get govt guaranteed loans or other govt subsidized services or benefits if you can't show cooperation. Maybe even a reduced pension check. Last place in line, when medical treatment gets federal gatekeepers to decide who sees what doctor and gets what treatment.

I think you are dead on right about that. This reminds me of Clinton’s “gays in the military” moment. First rattle out of the box the libs use what they think is a mandate to shove something particularly vile down the throats of American citizens and it blows up in their faces.
It is supposed to be coupled with $4K in federal college aid, which would be forfeited if they don't show. And it's likely this $4K would replace, rather than supplement, an equivalent amount from out of what people currently get in financial aid.
Most kids will put in 100 hours rather than lose $4K in aid (unless they have summer or after-school jobs paying over $40/hr that they could do instead)

I'm sure they wouldn't jail people, but I imagine they will try to set up some vengeful punishment for non-compliance. You will lose your new "federal" driver's license. And your new federal permit to purchase gas and oil. And your new federal permission to attend college. And your new worker's card entitling you to apply for a job. And your new federal permit to purchase food. And your new federal permit to purchase electricity and heat for your home.
