How convenient. All patriots hardcore enough to actually sign up for the National Guard will coincidentally be on a different continent when their states decide they're suddenly needed at home. I would not be surprised if psychological evaluation was used to determine what kind of person a soldier was, and if people of the "wrong" type were assigned to brigades that would be sent on missions to "pacify" various lawless areas in the world -- from which they would never be allowed to return.
