Gov. Arnold Schwarzenegger said Wednesday the federal government should give money to states as part of a financial stimulus package, and he insisted that such assistance would not be a bailout.
"We are also asking the federal government to help," Schwarzenegger told the Greater Fresno Area Chamber of Commerce. "Because we all know, and this is another thing we have been fighting for the last five years since I have come into office, they are giving us only 80 cents on the dollar. And there's some $40-some billion they are holding back. So it's not like we are asking for a bailout, because it's our money. We're just saying, 'Hey, give us some of our money back.'"
Schwarzenegger sent a letter Oct. 21 to congressional leaders asking for assistance in the form of "a temporary increase in the Medicaid matching rate and/or by providing direct grants to states." He also asked for money for infrastructure investment.
Legislative leaders are thinking about taking a lobbying trip next week to Washington, D.C. to plead their case for financial assistance, Schwarzenegger said.
The governor pinned the housing collapse on government -- federal, not state -- and said that's another reason why Washington should help California.
"The upsetting part about it is that it was really all created by government," Schwarzenegger said. "Government is really at fault, and this is why government has to get us out this mess now and figure out very quickly how to get us out of it. And I'm talking about Washington."

Rush called this today. Treasury Secretary Paulson was apologizing for the US creating this crisis. Rush said that this would give an opening to all economies of the world to come to us for a handout because it was our fault.
The Governator jumps on the bandwagon first and blames the federal government and wants them to fix the problem “they” created not looking at the things the State of Kalifornia did to create their own crisis.
Why doesn’t he repeal his global warming hysteria laws and allow off shore drilling? That would work.
The last time we got a stimulus check, the price of gas went through the roof and the only economy that got stimulated was Saudi Arabia’s. Thanks but no thanks.
That will do wonders for the political and economic situation for CA. California doesn't need extra mouth it cannot afford to feed.
