What are the numbers? Usually the first 3 numbers indicate the state of issue. There are some exceptions....railroad employees at one time, to name one.

Could it be that this was forged because he was not living as an american citizen at the time (1979-80) and would not have been required to register?

I am taking 611 as the first three numbers. In many places on the web it is saying unissued for that set but I found one that says it is from California.

Cant be right- my immediate family all born in PA, and all have diff first 3 numbers.
