In his first television interview since the election, Mr Obama told CBS he would pull troops out of Iraq, shore up Afghanistan, and close Guantanamo Bay.
"I'm going to make sure that we don't torture," he said of the prison camp.
Mr Obama also promised to do "whatever it takes" to stabilise the US economy, including rescuing the struggling auto industry and assisting homeowners.
On Saturday, he said the US was facing "the greatest economic challenge of our time" and urged Congress to help with "at least a down-payment on a rescue plan that will create jobs".
His advisers later said he would support the co-ordinated response to the global financial crisis agreed by the G20 on Saturday.

Does Premier Obama plan on absolving them and sending them back to their homeland, where many have rejoined their jihadist brethren?
Do they come here to America, where an army of ACLU lawyers await them with open arms?

In a world in which most of the Third World countries abhor homosexuality and the pornographic nature of American entertainment, is Obama going to push the gay agenda?
Does he mean the morality of making sure all terrorists get a trial in civilian courts, not military courts, and that they get read their Miranda rights? Do we really have to prove to Bin Laden and his boys how moral our legal system is?????

fine, do it. If one of the released gitmo detainees is involved with a plot to commit an act of terror and there is an incident, then it will be on Obama’s watch.
