So, how do the workers indicate their "choice" for a card-check instead of secret ballot? Do they take a secret ballot vote? Or do they vote by filling in the card?

It made sense to let the employer choose, because the employer would know their own opinion. But it makes no sense for the "workers" to make a decision, since the "workers" aren't a union and have no representation until AFTER they have voted.
