Suspended? When those individuals looked at Obama's passport last Spring, they were fired the same day. Seems that those were Contract Employees, not necessarily Dumbocrat voters, aka "public employees" forever...

Agree with all you say. Joe has a case, and if he has a good lawyer the money the state will have to pay will be only the tip of the iceberg. There will be new rules promolgated, pertinent laws and possible punishments reaffirmed, guidance in the form of innumerable briefings to make sure the underlings understand to the nth degree, and a lot of senior management CYA against any future incidents.
From what I've seen of Joe, he is a man of principle who would be much more satisfied with correcting a wrong than counting the reward.

No one can be covered by insurance for malfeasance or acting under color of their title if their actions are illegal.
They can be sued personally for this and they should be.
the state on the other hand has taken action against them so the state is covered and would not be “as” responsible as the individuals.
