But that still doesn’t mean he’s a US citizen, if he gave up his citizenship to become an Indonesian, and never took any action to recover it when he returned to Hawaii.

My understanding is that he’d only have lost his US citizenship if he’d gone into something like a US embassy in Indonesia and denounced it there. Simply whispering allegiance into the ear of another non-enemy country is not enough to be stripped of US citizenship rights.
