It's never gonna be built either. Our government doesn't give a damn anymore about the "average citizen". They don't even need our votes anymore; they can manufacture all they want. The only thing they need us for is to produce so that they can suck out our life blood. There's a word in nature for this type of organism, it's called a parasite. It keeps the host alive long enough to extract everything useful from it, and then moves on to another one.
It's the US drug use that is the problem.

Mexico would take a multi-billion $ hit if the US were to regulate marijuana like alcohol. It would deprive the cartels of their greatest source of revenue.
Why not regulate mj along the lines of alcohol?

Well, you are talking about individual companies, not an entire industry. The drug trade is pretty much recession proof. In economic hard times booze and drugs still sell well. People might opt for cheaper booze, but they'll still drink. The same will likely happen with marijuana, which will be good for the Mexicans because their marijuana is really cheap. It's way cheaper than beer on a “per buzz” basis. It goes for $50 or $60 an ounce where I live compared to $100 or more for only a quarter ounce of the indoor grown stuff. A lot of people who buy the expensive stuff will opt for cheap Mexican in economic hard times, just like they'll look for bargains at Walmart rather than going to more expensive stores.
Can governments ever take out drug cartels? I think they do sometimes take out a cartel or at least some of its leaders, but that doesn't stop the drug trade. It doesn't stop people who want drugs from getting them. Someone else always steps in and takes over the cartel, or starts a new one, or we see a smaller cartel get bigger and take up the slack. That's just the way it works. I'll go back to Pablo Escobar again. He ran the Medellín Cartel, the biggest drug cartel in Colombia making billions a year selling cocaine around the world. He was a brutal mobster responsible for thousands of murders. He was responsible for the deaths of hundreds in law enforcement. He had something like 30 judges murdered along with all sorts of government officials. Eventually the Colombian government had enough and with our help hunted him down and killed him and and several who worked for him and arrested several others. The Medellín Cartel fell apart but the Cali Cartel took over. They were eventually taken down too but others stepped in to take their place. All the while cocaine users have always been able to get their cocaine because someone has always been there to supply it. If you looked at the government reports you'd see that today the Colombians are selling more cocaine than ever. There's no stopping it, even though coca plants are only grown in certain parts of South America and all cocaine production in the world occurs in that limited area. If we can't stop that, how could we possibly stop marijuana that grows just about anywhere? As long as there is there are people who want drugs who have the money to buy them, someone is going to step in and meet that demand and make that money. When there are many billions to be made, a whole lotta somebodies will step up to make that money. We won't be able to stop it.
