I can understand appointing a person that shares your political outlook. I can understand appointing a person who is a member of your political party. Demanding that a person of any certain race be appointed is just bigoted racism.

According to the wiki for the state of Illinois, it's 80.34% white and 15.63% black. It sounds like blacks have been overrepresented in that state.
