In emergencies, parents can always call the school. That’s what they did when I was a kid.
Some schools do have such a policy. Making it work is the problem. Even requiring parents to pay a fine to get them back does not limit them.
In our town, Ridgefield CT, the high school is in a dead zone. Not sure if that’s by design or accident (well, the HS is not near the town center, so it probably was an accident at first, but now, I don’t think the town wants a cell tower in that area because of the High School).
Yes let's get children conditioned to giving up all responsibility, rights and liberty. Let them grow accustomed to the inability to call for help, communicate home etc. That way the schools will turn out even more institutionally dependent, government socialized workers in the peoples republic of Amerika!

Our school has such a policy, but it would be impossible to totally enforce it without completely searching each student each day.
Here's a clue...teachers don't buy cell phones for students, parents do.
A student caught with a cell phone in school gets suspended for a day (first offense) and the parents have to come get the phone. You'd be surprised at the number of parents who'll come get the phone before the school day has even ended.
Then you are truly clueless as to how common rape and sexual abuse have become in the public Skrules. A better option is to monitor what is on your child's phone.
Cameras available at all times are an outstanding idea for parent's who don't care enough about their children to send them to private school, or home school.
I support litigation to shut down any public school which has so much to hide that it tries to ban camera phones.

"no" is a bad word, being short and harsh. "zero tolerance" is gentler, and eases the listener into the concept.
