The U.S. government is the one that is charged with the obligation to "provide for the common defense." They are the proper entity to sue.

My God, I am so tired of hearing about all these illegals that are killing and maiming and raping and mugging American citizens. And our leadership continue to do pretty much NOTHING about the problem with the illegals. All I have to say is that if a member of my family falls victim to an illegal I’ll address the problem myself.
