Israel,Why not cut out the middle man, and send the technology directly to China. (If you want to get it to Russia, the Japanese would be a better choice.)

You forgot the only nation with a realistic budget to afford a decent number of Raptors-Japan.Leaving out Israel, the rest can only afford pipedreams given their skewed spending priorities.
