Is it possible to do this ? I did not even think of that possibility.

This has been the alternative explanation all along. Frankly, there should be a sign-in book, plus absentees or whatever, that should add up to one total or the other. If , for example, 2100 signed in and counting the "missing" ballots would mean 2233 votes, then they were probably duplicate-counted.

OTOH, if 2233 signed in, and all of the counted ballots, including blanks, under votes, etc, only add up to 2100, then the ballots probably did exist and were mislaid. It shouldn't be that hard to figure out, but I haven't seen either side making hard verifiable claims about those facts.
