The Javanese tried something like this...They offered a bounty on every rat tail presented to the appropriate government official. Immediately a 'fake rat tail' industry grew up on Java-quite literally a cottage industry. Some of the fake tails were almost impossible to distinguish from the real thing. So the government changed the bylaws, and insisted the entire dead rat be presented for payment.

At which point the Javanese began capturing and breeding rats.

If the Javanese ever decide to take over the world, we're doomed.

Well, it's not as bad as I feared upon reading the title.

I thought that perhaps the politician was suggesting that they could EAT the rats -- like in the Siege of Paris . . . I think it was Daumier who drew a cartoon of a queue of well dressed Parisians lined up at a sewer grating for their chance to catch a rat . . . .
