These people are in for a long term in prison. IIRC, unregistered ammunition, especially in military calibers will get you a very long sentence in Mexico.
I've read horror stories where US citizens have driven down to Mexico, and forgotten that they had a few rounds of ammo in the trunk, and wound up in prison for a long time. Of course, if these people are linked to drug cartels, they're probably juiced in somewhere, and may very well get off with no time served.
