So being the governor of VA is a now a part-time job? Is there a salary attached to the job as head the Democratic National Committee? Will he perform the new job while he’s getting paid to be our governor? What am I missing here?

Sweet. I can’t think of anyone more incompetent to run the DNC than Kaine.

I don't know how it works at the national level, but in many states, the party organization has a full-time executive director who in charge of day-to-day operations as well a chair who presides at state conventions, executive board meetings etc. In years past I believe Republicans have had sitting senators as chairs of the RNC.
