He can not nor will not give the order to mobilize the forces if he has a reason to question the validity of that order. El Gato you are right. The letter writer does not know or understand the chain of command.
Actally the chain of command goes from the President to the Secretary of Defense directly to the commanders of the Unified Combatant Commands and thus bypasses the Joint Chiefs of Staff completely.
The Joint Chiefs are advisors to the President and nothing more.
