If so ... the point is, they took his guns and they refuse to give them back. Sure, maybe he can buy more ... it's still theft under colour of the law.

Looks to me like a good case for a civil rights suit. They should be vulnerable to suit under Title 42, because they conspired to violate his civil rights. They took his property without compensation and he was denied due process.
