Not even remotely funny. If our enemies can convince others that your rumor is true, it will justify a “retaliatory strike” that would be unpleasant.
If it were a lab accident and they were planning an attack anyway, a leak from the lab could be spun as a CIA attack, justifying a bio attack.

I would imagine plague would make a good secondary attack after a larger attack to some extent disabled a society’s response structure.

First, there is a difference between developing it deliberately, and catching it accidentally.
Second, even if they’d developed it deliberately they’d want to test it before they committed to using it.
Third, for all we know, a bunch of infected tallywackers could be mingling with the inauguration crowds right now...

So does bacillus anthracis, but when you have 5000 people showing up with it, it's hard to treat.
Plague, especially pneumonic plague, has been on the “possible biowar agent” list for a while now. Not as high as anthrax, but still considered a serious threat. Among other charming properties, it can spread person-to-person while anthrax does not, except for spores that cling to your clothes.
We should celebrate because we know this will attack only Muslims, not Christians and Jews. /s
