All FOCA says is that abortion is a "fundamental right" (where does Congress get off deciding that?) and no law can get in the way of that "fundamental right".
(Since there are certainly laws restricting your freedom of speech in certain cases, I guess abortion is even more fundamental.)
So it's extremely vague, and it's hard to see how Congress even has the authority to make such a sweeping statement. The question of what it means in practice will have to be decided in the courts.
In particular, I don't see how forcing Catholic health care providers to commit abortions can be upheld in view of (get this) Roe v. Wade and especially the Casey decision, which essentially said that everyone gets to decide whether the unborn child is a human life on their own. If a pregnant woman can decide that her child isn't a human life and can be killed, then a doctor can certainly decide that an unborn child is a human life and cannot be killed.

FOCA, not being a constitutional amendment, cannot amend the Statement of Purpose of the Constitution, aka the Preamble, which says that the document's aim is to "secure the Blessings of Liberty to ourselves
AND OUR POSTERITY."
It also cannot amend the Fifth and Fourteenth Amendment protection of the unalienable right to life of all innocent persons.
