There is a thought that such gang violence is permitted to continue, and for that matter escalate, as a form of population intimidation, therefore requiring, massive government intervention in order to regain control.....of course this will require the "temporary" suspension of civil rights....

They won't do anything until they can generate a crisis that will permit them to grab more power. It's a well established pattern of behavior in our self-serving, rapacious, greedy and corrupt political class. They couldn't give a damn how much of our blood and property gets shed in the meantime.
