Why not just turn it over” Because no one has ordered/forced him to do so. He's playing “Oh ya? MAKE ME.” And no one is making him.
The man is an arrogant bully. He smiles pretty and reads well, but he is a jackal through and through. If he gets away with this—not showing it—he'll have all the answers he needs as to exactly what he can do, and you can rest assured he will do exactly what he can.
Yep, I’ve previously addressed what you said and came to the same conclusion: that if he is doing this as a power play, he is a genuine jackal, and not worthy of our trust, nor of putting any faith in him to do the right thing in our best interests.
