It would appear to this observer that the school has incurred a ‘special duty’ to protect students in the aftermath of the Cho attack, if it continues to refuse to allow students the means to defend themselves.
“Deprivation of civil rights under color of law”, anyone?
OTOH, maybe the only way VT will get the message would be for the students to vote with their feet, and transfer to safer campi...
It's possible and probable, that the witnesses really couldn't believe their eyes until it was too late.
The human mind -- especially a modern one so desensitized by horror flicks and video games -- took too long to register that this was REAL, not a movie and not a prank -- to do anything. After all, according to reports, there was "no argument", nothing leading up to such horrific violence, just a guy who started hacking her head off -- not the kind of thing you expect to have happen when you are sipping a latte & peacefully chatting on a weekday evening!
