Yes, but given the Logan Act has been violated multiple times over the last few years by Democrats and nobody with any kind of authority has done anything about it, nobody cares.
When Carter first when to North Korea, I believe he was in violation of the Logan Act. Clinton didn’t send him to my knowledge. Carter just stepped right in and became or unofficial ambassador.
