I’m not even sure it’s a photoshop. It just looks like a picture of “anydude” and somebody decided it looked enough like Michael Phelps to start the rumor.
I don’t think that’s him in the picture, and even it if it is, who cares. Hes a kid with millions, and gold medals out the wazoo, hes set for life!
