SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS. (a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations. (b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure-- (1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster; (2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders; (3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and (4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
Ambiguous? Nope. That is a blank check issued by an unelected official on our dime, to be used however he/she sees fit.
I do not place much faith in Government, which lately is a ravenous creature, devouring the rights and treasure of the people and our posterity, but this requires a level of trust in that institution I reserve for God himself. Power has a nasty habit of being the instrument by which even the most well-intentioned are corrupted.

Well I would disagree whole heartedly with your first comment and I would say in regard to your second comment, that it is sinister and a blank check & authorization for the government to decide when/what/where & who these camps should be targeted for. We don't need the government under any circumstances to create special "National Emergency Centers" which sound very much like Orwell's Ministry of Truth centers. The socialist-fascist left is constantly pushing the edge of the envelope to re-create the USSA in their deranged & violent ways. Signs of the times......
