What is with them putting an ammendment into the bill making it illegal to discuss religion on college campuses?

Makes no sense to me about religion on college campus but then most of the bill makes no sense.

What is with them putting an ammendment into the bill making it illegal to discuss religion on college campuses? I've been out all afternoon. Is this something different from not allowing construction funds for schools at which religious activities take place?
