I doubt it....while it would give rise to new employment, a murderer is not really a good employee. Someone willing to break the law for profit would simply find a different reason to break the law for profit. They would still murder and rape and steal. It just wouldnt be for the sake of pot.

If they were looking for a legal line of work, they would be doing it. The only way to end the violence is to kill them. Some people are just evil.
