Israel has a Parliamentary system, and the winner will have to bring along a coalition to reach 61 votes.
This will likely be Netanyahu. The right wing block has increased in size tom 62-64. I believe the count is now Livni 28, Bibi 36.
Michael Medved is reporting that Israeli president Shimon Peres, will likely ask Netanyahu to form the next government, because he is obligated by law to pick Bibi because he is the one most likely to be able to form a government.

Heard the same thing. Didn't catch the name of the Israeli political "insider" he was talking to, but they are saying that it looks good for Netanyahu. That the left looks to have suffered a big loss.

I don’t think he’s legally obligated, but that’s what he’s charged with making his decision on, after polling the heads of the various parties. The process will go on for awhile, but I think it looks very good for Netanyahu.
