The exit polls had Bibi losing the last time he won as well. Part of it is because they count the military votes last. Another part has to do with who is able to stuff more ballots. Bibi just has to stuff more to keep it fair.
By the way, the chick from the BBC was CRYING on the radio when they found out the next morning that Bibi had actually won.

IINM, that is always the case over there. The soldiers’ votes are counted last, and they tend to go overwhelmingly in favor of the “right” candidate.
(Someone with more knowledge of/experience in Israeli politics, pls. correct me if I’m off base here).
