How does this NOT infringe on people’s right to travel?
And isn’t it also an infringement on 2A stuff?

It sounds much like the crappy law in California. I had to keep all my firearms unloaded and in locked cases and in my locked trunk between my home and the range. Ammo was kept in my range bag. Under those circumstances I could "travel". It certainly infringed on my right to "bear". That which is unloaded and locked away is perfectly useless for self defense.
