It means you delay further action until it is called back to the floor. It means, you put the bill on hold.

It is also used when it would shameful to have a record of your on a bill so you never let it come up for vote.

As I recall, it depends which side of the big pond you’re on. In America, it means to stop discussing a bill. In the U.K., it means to start discussing one.
