By the 1960s almost all Senators and Congressmen from the South was against the Civil Rights Act of 1964. In fact of the eleven Republicans from the South, not a single one voted in favor of the Civil Rights Act of 1964.
.....11 southern Republicans did not vote in favor, as compared to 108 Southern Democrats who did not vote for the act.

The point is that almost all the Senators and Representatives from the South voted against the Civil Rights Act of 1964 and the only ones from the South to vote in favor of the Civil Rights Act of 1964 were Democrats.
