Understood. My feeling is that these things start off as trial balloons where people talk about voluntary measures, and eventually the plan is implemented at the point of a gun.

Here in MA, when you file taxes you can voluntarily pay more than you are required to. MA is about the Bluest of the Blue states, and I think about .000000001% of our taxpayers opt to voluntarily send money to the government.
