Exactly. Zero did not write the Bill. He would actually have to do some work to do that. The point is that the bill is so bad a monkey could have written it.
You are absolutely right. Obama did not write the stimulus bill. If anybody, the artist is linking Nancy Pelosi to the dead chimp.
It probably never occured to the artist that anybody in the United States thought that Obama wrote that bill. It is absolutely clear to all that Obama farmed that job out to Congress and K Street lobbyists. So the possibility that somebody might think he was comparing the President to a chimpanzee simply never crossed his mind.
If it had, he surely would have demurred. There are some things you just don’t do.
