Executive Order: ESTABLISHMENT OF THE WHITE HOUSE OFFICE OF URBAN AFFAIRS
White House Website ^ | 02/17/2009 | White House

Posted on 02/20/2009 3:02:59 PM PST by Maigret

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to take a coordinated and comprehensive approach to developing and implementing an effective strategy concerning urban America, it is hereby ordered as follows:

Section 1. Policy. About 80 percent of Americans live in urban areas, and the economic health and social vitality of our urban communities are critically important to the prosperity and quality of life for Americans. Vibrant cities spawn innovation, economic growth, and cultural enrichment through the businesses, universities, and civic, cultural, religious, and nonprofit institutions they attract. Forward-looking policies that encourage wise investment and development in our urban areas will create employment and housing opportunities and make our country more competitive, prosperous, and strong. In the past, insufficient attention has been paid to the problems faced by urban areas and to coordinating the many Federal programs that affect our cities. A more comprehensive approach is needed, both to develop an effective strategy for urban America and to coordinate the actions of the many executive departments and agencies whose actions impact urban life.

Sec. 2. Establishment. There is established within the Executive Office of the President the White House Office of Urban Affairs (the "Office").

Sec. 3. Functions. The principal functions of the Office are, to the extent permitted by law:

(a) to provide leadership for and coordinate the development of the policy agenda for urban America across executive departments and agencies;

(b) to coordinate all aspects of urban policy;

(c) to work with executive departments and agencies to ensure that appropriate consideration is given by such departments and agencies to the potential impact of their actions on urban areas;.......

So the funding for this will come from the White House budget.

A small position with a few staffers run by who...Rahm Emmanuel?

Obama clearly said he wants a Civilian Security force as well funded as the Military.
http://www.youtube.com/watch?v=zx2PP4pYGno

That is what every secret police force ever started like in all dictatorships, such as:NICARAGUA Ortega’s “Councils of Citizen Power”; CUBA Fidel’s “Committees For Defense of the Revolution”; PANAMA Noriega’s “Dignity Battalions”; VENEZUELA Chavez’s “Popular Defense Units”; HAITI Papa Doc’s National Security Volunteers, commonly called the Tonton Macoutes; CHINA Mao’s Red Guards; IRAN Ayatollah’s Army of the Guardians of the Islamic Revolution; Soviet Komsomol or “Communist Union of Youth”:
http://www.americanthinker.com/2008/11/obama_fear_and_the_security_fo.html

Recent documents and proclamations of his own President-Elect status show his agenda is similar to Soviet/Nazi history in their control and organization of the youth and the population. The following is a Communist Youth program information found here:
http://www.geocities.com/youth4sa/abern.html

“”Of all other tasks, some of the outstanding ones are outlined. The widest degree of activity of the youth in the class struggles of the day is imperative, it goes without saying. Nevertheless, it would be a decidedly short-sighted and opportunistic approach if the communist youth movement allowed itself to be involved, under pressure or pretexts of all sorts, in all kinds of routine activity, and to be made into a wagging or running tail of other bodies, political, trade union, etc. in order to achieve a name for ”activities”. There are some, perhaps, who believe that this very routine work, doing some of the distasteful work for the adult comrades, is the task of the youth.

But it is in the communist youth organization that the youth (young worker or student) must make their major opportunity to learn thoroughly the fundamental principles and theory of the communist movement, its history, etc. in order really to be prepared for intelligent participation and leadership, at a later period, in the adult organization, the Party. It has to be said plainly that in the adult organization, the opportunities are often too limited for serious and necessary study by the ranks. Lack of time and the need to carry through numberless concrete tasks after working hours are the main reasons therefore. The adult members have to place a great reliance, perhaps too much, on experience and the theoretical back-ground can or should to a large degree be obtained by the youth in the years they are apart of the communist youth organization. This knowledge, coupled with their activities otherwise, will serve as a strong safeguard against opportunism and adventurism. In the above sense, the slogan of Clarity and Action sums up the attitude of the communist youth. While stressing education and class struggle activity, a youth movement, communist or otherwise, cannot live by these alone, especially so if the communist youth organization is to attract the wider strata of the youth to its own banner or around its bona-fide sympathetic auxiliary bodies. Social, sport, and cultural activities need to be systematically developed. The youth movement needs to build its dramatic and musical groups and like mediums which attract the youth. It can be done; who says otherwise needlessly narrows the possibilities for rallying youth elements to the communist cause through diverse methods. Particularly must the communist youth foster a broad workers’ sport movement of which it must be a guiding participant. The insidious and malevolent influence of the bourgeois sport movements, both professional and amateur is immense, and systematic efforts are required to counter-act this influence on the mass of American youth. A general social and cultural life, in addition to the basic tasks outlined before, will tend to attract young workers and students around us. If the new forces are approached sympathetically, made to realize our genuineness, they will either join the communist youth organization, or at least remain sympathetic, even if not ready to accept the entire outlook of communism. Numerous other tasks for the youth can be posed, but space forbids.”

Why do you think Obama's prsidential campaign has never ended? He will "inspire" an Urban Volunteer movement which will be grown to cow America, and paid for by billions of our stimulus ( barf) tax dollars.

If you can get 90% turnout and 80% of the vote in urban areas, the votes of entire states become irrelevant.

Look at the red/blue maps and expand the dem areas just a little.

They’ll never be voted out if all the puzzle pieces fit.

Earlier today he said he’d control spending of fed $$ down to the city level, way beyond state level.

And I bet nobody tries to stop him.

Do 80% of Americans live in urban areas???

That's the $64,000 question. Clearly the definition of urban as used by Obama and Co. includes the surrounding suburbs (sub-urban) of all major cities. These metro areas are generally measured by the boundries created by the urban area's mass transit system tentacles.

But when it comes to the government outlays being divided up to be used in a mass transit metro area the money (other than covering the cost of the mass transit system) tends to only go to the actual high-density, poor urban areas and more often than not simply subsidizes a culture of dependency.

With the Dems in complete control the moral of the story is that as times goes on and mass amounts of money are spent in urban areas and denied to suburban areas you will see a open, palpable attitude of resentment. Remember that Obama and Co. can't win many more votes in urban areas - they've peaked percentage-wise. 2010 may be too early for the reality to hit suburban voters that no noticeable difference is to be seen in the "plight" of urban areas but under the surface an understanding that suburbia is getting the shaft as Democrats shovel more and more resources into the urban sinkholes will resonate. And the Dems, in complete control, will not have a the Pubbies to blame.

It’s actually a very good thing he’s revealing himself so quickly. The very slow rampup to boil is not good, this is not a slow ramp up to boil. The heat was put on high immediately.

I agree. It gives us a good chance to format a counter strategy based on actual enacted policies vs. baby steps.

Yup and a huge supporter of public education although he never went to one except maybe in Indonesia.

We REALLY need to get a conservative Congress in office in 2010 and the very least they can do is to defund all of the zero’s pet projects.

There have been few states’ rights since Lincoln destroyed them and even fewer once Wilson, Roosevelt, and Johnson were through. For decades Congress has use the “commerce clause” and the “general welfare clause” and strings on federal money to steal and buy virtually every right and power the states once had.

According to the Censis Bureau less than 3% of labor is in agriculture, with almost 2% working in the Banjo Industry and Banjo related services. Another 7% are Nascar related.

Just a little humor- don’t be bitter.

“Dontchaknow? The Constitution is a ‘living document’ thinking of it like that helps when you want to change it to make it au courant.”

Yes, or let the Constitution die a slow, painful, suffocating death like those poor babies born of botched abortions in Illnois that Hussein is now famous for supporting.

Thats ok...all the riots were in the urban areas. Let them burn themselves out of their homes. They can then get jobs with Herr Uberschwarzenfuhrer to rebuild the cities they have destroyed, most are hell holes anyway.
