I wonder if His Excellency will still be keen to close it, given this report’s findings.
If he does close GITMO, he still has the problem of where to put the terrorists. If instead he leans on the report and says “this changes things” then problem solved.
That's probably why he had this report drafted. Obama knows he won't be able to bring any Club Gitmo detainees to US soil without a major fight and a great political cost to him.

Were he keen to close Guantanamo Bay, he would have done so. His executive "order" was nothing but a campaign promise, no different than his freely mouthing off during the election. He gave himself a year to do it. That schedule will slip further, past 2010 and probably past 2012.It's just talk.
