Here is the same story with a more accurate headline.
British PM to Propose 'Global New Deal' to Rescue World's Economy
British Prime Minister Gordon Brown will propose a "global new deal" to rescue the world's economy when he makes his first visit to the U.S. since President Obama's inauguration, the Times of London reports.

I don't see anything saying 44 was ready to cut a deal.
Besides, Brown should be coming to talk to Congress. Obama isn't a King! (yet)

A may have put the cart before the horse but I have no doubt Obama will put forth an offer up for a quid pro quo for spending your tax money as tribute to keep quit about his origins.
