Yes. The desired outcome is nationalized healthcare. That's a strong political win (millions of dependent people will be grateful for generations), and it's something which is very hard to undo. The Democrats want that very badly.

Negotiations with GM are a tool to get nationalized healthcare. Whether GM lives or dies is quite incidental to the whole matter.
